There is currently a shortage of troops
-could this be effecting the screening of new recruits for mental health issues?  

Interestingly, "gay-related discharges" declined by 13% in 2003 and by 38% since 2001,
according to " Gay service separations declining", Marine Corps Times , April 5, 2004.
